Senior Rail Construction Manager- Light Rails

Successful candidates will have spent at least 15 years in progressively responsible positions in construction management of transportation infrastructure projects including rail, light rail and/or subway – including track, switches/controls, traction power, station and tunnel, projects. Experience managing projects up to $100 million in total installed cost is required. Ideal candidates will have proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations knowledge of project controls (cost and schedule management) multiple delivery methods for construction, and commissioning & validation are also required.

Position responsibilities include, but are not limited to:

  • Oversees development of multiple project delivery documents including but not limited to the Project Management Plan, Safety Plan, and Financial Plan.
  • Collaborates with other Sr. Team members to establish the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.
  • Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
  • Ensures that the project meets or exceeds goals established in these plans.
  • Oversee project development activities to deliver project on time and within budget:
  • Works closely with project partner staff and policy makers during all phases of project development.
  • Supervises and provides direction to project team members
  • Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths
  • Oversees the development of Request for Proposals and bid packages consistent with project delivery method.
  • Has direct experience in the selection of professional services consultants to design, engineer and construct infrastructure and facilities.
  • Communicate regularly with construction contract executives about construction progress
  • Work with project construction managers to proactively resolve problems and provide strategic direction for change orders negotiation.
  • Provides input to performance reviews and development plans for subordinates.
  • Bachelor’s Degree in Engineering, Architecture, or Construction Management AND fifteen (15) years of progressively responsible experience
  • Knowledge of the planning, design and construction process for rail transit systems
  • Strong communication skills, both oral and written. Independently write reports and correspondence.
  • Proven ability to work collaboratively with the contractor (s), local government (s), and other agencies having jurisdiction and Owner to solve project challenges representing the Owner’s best interest
  • Ability to solve complex challenges relating to project schedule and budget as an effective member of the project Team
  • Skilled in developing and implementing contingency plans, assessing risk and achieving goals within budget and on schedule.
  • Skilled at the comprehension, retention and integration of complex information.
  • Skilled in project management.
  • Ability to think strategically, analyze issues and make sound decisions. Considers a broad range of issues or factors, and creates solutions that work organizationally. Makes timely, creative, sound decisions under conditions of uncertainty.
  • Ability to provide direction to diverse staff with different backgrounds and professional skills.
  • Project and/or Construction Management experience required to include rail construction – track, right-or-way improvements, yards, facilities, stations, tunnels, power systems and security systems.
  • Experience required in constructability review, design completeness review, construction, commissioning and validation.
  • Experience required in construction management services including construction oversight/inspection; project controls, project administration and project close out
  • Observe and monitor contractor team to ensure that the project is being constructed in accordance with the approved plan and specifications and that critical project milestone will be met

Preferred Qualifications

  • Certifications desired, but not required, include CCM, PMP, or CCE.
  • Knowledge of current technology and how it can be effectively utilized on the project.
